Most 'data' network infrastructures are based on a concept of 'fairness' - traffic traverses the network freely, without regard to traffic type or to priority. QoS is not a standard, but defines an objective to create 'Quality' voice and video communications using standards. Using standards to prioritize one traffic type over another creates an 'unfair' network, seeing priority policies action upon congestion and other 'Quality' affecting instances.
